Job Description  
SNV in Cambodia is now looking for one LCB/ consultant
(NGO, Company, Individual) to conduct baseline surveys for water sanitation and hygiene behaviour change from people perspective, governance for empowerment; people right and role such as baseline level of awareness/  understanding  of citizen and people challenges regards to sanitation and hygiene, a rapid supply chain study to assess current  supply chain mechanism, including its structure, actors,  capacities, service quality, existing technology,
consumption behavior and opportunities for improving  demand-supply linkage in sanitation and hygiene in two districts of Kratie and Kampot Province.
 
Deliverable
  - Reference list and executive summary of available  material in the target area in relation to sanitation demand triggering, good governance and multi stakeholders and supply chain development.  
  - An overview of local actors in the target provinces  (individuals, companies, NGOs …...) in the 2 provinces  (Kampot and Kratie)  including  its contact detail, sanitation
expertise/services, challenges face to provide services,  highlighted the actors in the target 5 villages in each provinces.
  - A quantitative and qualitative account of Sanitation  and hygiene current practice and impact to the lives of the poor, esp. women and marginalised  group.
  - Citizen awareness of local planning on Commune  Development Plan (CDP) the step which citizen  participates
to raise their priorities  need (identify strategy to maximise participation in CDP).
  - Sanitation and hygiene concerns and list of key issue for sanitation and hygiene regarding the 4 components.
  - List of available educational of sanitation and hygiene  materials in community and schools
  - Mechanisms to feed people information and how to improve for better accessible and affective mechanism so that the poor citizen can access.
  - Baseline level of awareness/understanding  of citizen
about their right and role over sanitation and hygiene (as human right), role of sector service.  
  - Challenges faced by services sectors and private  sectors  to deliver services in more response and accountable way.
  - Presentation and submission of report on supply chain assessment of the sanitation and hygiene in two districts of Kompot and Kratie that will entail existing structure, actors and their capacity, service  quality of existing products
and related  services , user knowledge and consumption behavior on sanitation/hygiene products  
  - After conducting  the assessment, identify and provide  current market position and strategic direction  

A comprehensive description both English and Khmer will be well prepared (minimum 30 pages with some necessary
photos attachments).  
 
Jobs Requirement  
  - At least 3-5 years related work experiences in conducting  social research  in rural areas, particularly  related  to WASH, GfE and Micro enterprise  
  - Hold a Master degree in Business Administration or Economics with research method capability  
 - CB or Consultant  and their team need to have experience on: Rural Water Supply, Rural Sanitation and hygiene,  Gender in development, governance for empowerment, Decentralization and decon-centration system.
  - Good analytical skill and be able to provide a clear and concise report on the assessment that will contribute to the programme management team’s finding  
  - Experience in conducting business oriented research or assessment for at least 2 assignments
  - Fundamental knowledge of water management, sanitation and hygiene situation in Cambodia  
  - Good English report writing
  - LCB or consultant is willing and able to do fieldwork,  including travel in difficult conditions.
  - LCB demonstrates patience and a sense of humour.
