Our Cambodia Office is seeking for one (01) qualified Cambodian national to fill vacant position of Commodity Tracking System Officer for Food and Water Security Program, which is based in Phnom Penh.
Based salary: $300 plus competitive benefits

I. THE PURPOSE OF THE POSITION
To manage all the tracking procedures in the Commodity Tracking System (CTS) program to ensure all food transactions are accounted in compliance with support office and major donor requirements. To ensure the quality and accuracy of record keeping and filing;
 
II. MAJOR RESPONSIBILITIES
  1. Mainly ensuring that CTS systems are working smoothly and meet required standard.
  2. CTS data integrity for donor reporting (ensure all food aid project data are properly store in CTS).
  3. Collect, review, and analyze all Commodity Reports (all the receipts and dispatch summary and distribution reports, truck inspection reports, loss reports, physical inventory, warehouse inspection report and distribution center visit report) from all the project sites, including warehouses and distribution centers.
  4. To ensure the Field Commodity Reports are accurate and reliable for completion of the monthly global Commodity Status Reports.
  5. To ensure that quality documents (food checklist, Food Request Form, waybills, inventory, thumbprints, List of waybill, Invoices, CSS, etc) are registered and filed in the system.
  6. To maintain in good order of project files, including operating an active ticker file system of Commodities.
  7. To ensure that all the commodities checklists are complied with WVI commodities manual.
  8. To assist in developing and maintaining manuals, contracts and procedure related to Food Resource Management.
  9. Coordinate with food aid project owners to claim cash reimbursement from WFP.
10.   Responsible to verify physical inventory for all the warehouses to ensure that the commodity book balances match the actual stock in the warehouses and demand explanation for any variances.
  11. Plan for spot checks in all warehouses to review the physical inventory, stacking, ledger books and stack cards or handing over documents.
  12. To assist Food Resources Program in preparing logistic of meeting or training.
  13. In collaboration with Technical Officer for Food Resource for the Food Resource Management training to food resource staff and ADP staff and plan for CTS system training to Food Resource staff and other WVC staff
 
III. REQUIREMENTS
  - A bachelor’s degree from a University in business, Computer Science (IT), accounting or Statistics.
  - At least 1 year experience in development and/or Humanitarian Assistance project, logistics/food management, and good at managerial work.
  - Previous experience in program or project design, implementation, monitoring, evaluation and report writing is preferred.
  - Excellent presentation and communication skills with ability to express ideas in a sensitive manner.
  - Willing to perform under high degree of pressure and travel to assigned project area in provinces.
  - Good knowledge of MS Office applications (Word, Excel, PowerPoint or access), database application, email and Internet.
