HYC is now seeking an experienced and motivated individual who can hold the position below. HR Officer (One Position, Phnom Penh) Reporting to the Admin & HR Chief, the HR Officer is responsible for:
Responsibilities
Payroll & employee benefit.
- Prepare and make sure the employee’s benefits are accurate such as OT, medical scheme, allowances, profit/revenues sharing, and education/training, and so forth.
- Prepare monthly payroll of all companies and handle with bank in case of electronic payroll.
- Make sure the monthly payroll is accurate and on time.
- Salary scale, job grade, and salary adjustment.
Staff performance and attendance managements.
- Monitor daily attendance of employees.
- Investigate and understand causes for staff absences.
- Recommend solutions to resolve chronic attendance difficulties.
- Provide basic counseling to staff who have performance related obstacles.
- Provide advices and recommendations on disciplinary actions.
- Monitor scheduled absences such as holidays or travel and coordinate actions to ensure the staff absence has been adequately covered off to ensure continuity of service.
- Alarm to employee who is frequently late and absence without justified.
- Conduct regular catch up, work out, and performance evaluation.
- Ensure the official evaluation is conducted regularly on the specific staff with return back the evaluation feedback.
- Ensure new comers are oriented and the probationary evaluation is conducted on time.
Recruitment and selection
- Offer and take the filled position requisition form from hiring manager in order to make job announcement.
- Prepare the announcement template.
- Collect candidates’ CV and short list before sending to HR Chief.
- Take the final shorted list CVs from HR Chief to make appointment with both candidates & interviewing committee.
- Make sure the interview place is comfortably ready.
- Participate in the interview if necessary.
- Summarise the result report of interview and summit to the interviewing committee for signature.
- Conduct reference checks on possible candidates.
- Make appointment for job offer and inform the result of interview to applicants.
- Prepare, develop and implement procedures and policies on staff recruitment.
Personnel file and records
- Record and ensure employee’s information is up-to-date such as employee number, salary, address, telephone, E-mail, emergency contact, family updated information and so forth.
- Ensure all employees’ information has been filed in order and keep in a proper and safety place.
- Make contract and contract renewal.
Employee relations
- Work closely with employee and follow up their performance.
- Conduct staff progress review.
- Handle process of transfer, demotion and promotion as requested by line manager.
- Strengthen morality, code of conduct, and team collaboration among employees.
- Align employee’s conduct to the company’s policies, procedures, regulation, and values.
- Handle with staff grievances.
- Make punishment and motivation and suggest for termination of appointment.
- Conduct exit interview.
- Acting appointments
Requirements:
- At lease bachelor degree from any recognized university in human resource and/or business management or in other related fields.
- At least 3 year working experience in human resource position at any level.
- Be able to use Microsoft Office.
- Proficiency in English.
- Good interpersonal and communications skills.
- Ability to prioritise effectively and work to tight deadlines.
- Ability to interact with people from varied cultural backgrounds.
