Description
  Consulting Services to Conduct Mid Term Evaluation For Strengthen Good Governance in Land Distribution (SGGLD) Grant No.TF091833

Wathnakpheap is an independent local Cambodian NGO and non-political, nonprofit making. It aims improve the quality of life and livelihood of disadvantaged women, children and the poorest families working with local communities by providing education, life skills and vocational skills training and to ensure development of leadership and good governance in target areas by working in partnership with local authorities.

Currently, Wathnakpheap has been funded by the Japanese Social Development Fund through the World Bank to implement the Strengthening Good Governance in Land Distribution Project (SGGLDP) as a part of the Royal Government of Cambodia’s Project on Land Allocation for Social Economic Development (LASED). WP as implement agency intend to use part of the Grant to engage the consultant firm or NGOs to conduct Mind- Term Evaluation for SGGLD Project.

The duration of the assignment is 20 working day of project evaluation to target areas. For the actual date of commencement and completion will be discussed scheduled and agreed during interview and contact negotiation with the consultant firm or NGOs service.

Duties
  - Design of project evaluation questionnaires in accordance with the Civic Engagement Framework relate to the project document
  - Conduct the project evaluation at the project target areas in Kampong Cham and Kraties Province
  - The project evaluation will be involved 20 working days from in September 2010
  - The consultant will be expected to provide project evaluation report in the end of October 2010, with expression impact, lesson learned and recommendations for improve project implementation to the end to project final. It is also expected to present what are findings in project performance to WP staffs
Requirements
  - WP now invites the consultants firm or NGOs with following qualifications to submit an expression of interest (in English) in providing the evaluation services
   + At least 5 years of experience in good governance, civic engagement, local governance and local development  and relate to M & E system for national and international NGOs in Cambodia
   + Comprehensive knowledge of the development issues, social development
   + Wide experience in facilitating evaluation and view in the part of project for national and international NGOs  in Cambodia
